DR. DAVID J. STUCKENBERG, MPA is a global influencer, scientist, executive, strategist, entrepreneur, and inventor. He has been called a "Young Disruptor” by NATO’s Allied Command for Transformation; “The George Kennan of this century” by senior defense leaders and “a National Treasure,” by Ambassador R. James Woolsey, 16th Director of Central Intelligence. During the 2023 UN Water Conference diplomats noted that his ideas “commanded the conversation.”
Dr. Stuckenberg’s executive experience spans government and industry from nuclear treaty compliance and national critical infrastructure to high-tech start-ups. He’s frequently asked to speak as a leading voice on water issues at The UN, The White House, NATO, King’s College, Citi Group, Oracle, AWS,BP, NASDAQ, The Consumer Electronics Association, United States Special Operations Command, The National Academy of Public Administration, and Chatham House on strategic issues at the nexus of technology, innovation, and strategy. Dr. Stuckenberg has been leading advocate for water scarcity solutions around the world as a special UN delegate to sustainability strategy six (SDG6), speaking on water issues and environmental transformation at World Water Week 2022, and moderating at the 2023 United Nations Water Conference to address water scarcity and with other leading water experts. His research and ideas are known for their constructive dissonance - the ability to challenge the status quo while building global consensus and meaningful change globally.
Dr. Stuckenberg’s national infrastructure resilience strategies and implementation programs are benchmarked by The White House as an exemplar for U.S. states’ cities, including the nation’s largest federal complex. His ground-breaking work on strategic gray zone warfare and modern military theory have influenced leaders at all levels and are the digest of leaders world-wide as featured in Harvard, King’s College, UK Guardian, BBC, Bloomberg, Forbes and other leading publications. His published research on water security has been hailed as prescient.
While serving at the U.S. Department of State, Dr. Stuckenberg served as Delegate to the United Nations, Special Committee member to the National Security Council, and Subject Matter Expert (SME) and Foreign Affairs Advisor. He is the architect of critical international peacekeeping programs that leveraged early and advanced technologies to strengthen international ties and reduce risks to both peacekeepers and the populations they protect. As a Strategist, Stuckenberg established and led a blue ribbon Joint Chiefs of Staff Task Force where he marshaled 150+ organizations in groundbreaking research leading to a Presidential Executive Order. His critical infrastructure security work now comprises a network of 400 public and private enterprises.
Completing his post-doctoral research at Johns Hopkins Applied Physics Laboratory, Dr. Stuckenberg’s research on the asymmetric use of water as an instrument of societal control and the development of emerging and federated supply-side water technologies has been highlighted by the U.S. government as “transformative.” Dr. Stuckenberg leads a research team of more than a dozen scientists and engineers to speed the advance of sustainable water technologies around the world. He is Co-founder, Chief Operations Officer (COO), and Vice Chairman of the Board at Genesis Systems, a technology company focused on sustainably solving global water scarcity. Inventing and engineering utility-scale renewable water from air systems has provided David with comprehensive expertise in all areas of water global water quality management, from water treatment and storage to global drinking water regulations. He previously served as CEO at Genesis. David has authored & co-authored fifty U.S. and global patents and continues to author and co-author scientific work in the field of water and advanced materials.
Dr. Stuckenberg is an officer in the U.S. Air Force Air National Guard where he directs strategy for his state. As a veteran U.S. Air Force pilot, he has flown more than 150 combat missions and been awarded the Air Medal and six Aerial Achievement Medals. David serves as Chairman of the Board at the American Leadership & Policy Foundation and is Co-Chairman at the FBI/Infraguard National Water Security Working Group. He holds a PhD in international affairs and strategy from The King’s College (United Kingdom); a Master’s in politics from The George Washington University; and a B.S. in technology from The University of Central Missouri.
