He holds a degree in International Relations from the Instituto Tecnológico Autónomo de México (ITAM). He is a graduate of the Program for the Strengthening of the Public Function in Latin America by the Botín Foundation (Spain) and the Getulio Vargas Foundation (Brazil), and also completed a diploma in Energy Economics at ITAM.
At the Energy Regulatory Commission (CRE), he served as an Advisor to the Governing Body, specializing in electricity regulation, the international energy system, and economic competition, as well as Deputy Director of Technical Validation for Electricity Industry Regulation.
He served in the Government of the State of Puebla as Director General of the Energy Agency, where he developed projects focused on energy transition, decarbonization, and energy democratization. He was later appointed Secretary of Economy for the State of Puebla.
