Dr. Lorin R. Carter, Esq., M.S., E.I., is a native of Jackson, Mississippi, and now makes her home in Dallas, TX. With two decades of interdisciplinary expertise spanning Civil Engineering, Law, Public Policy, and Urban Planning, she bridges multiple fields with ease. Holding a Bachelor’s and Master’s in Civil Engineering from Jackson State University, a Juris Doctor from Mississippi College School of Law, and a PhD from the University of Texas at Arlington, Dr. Carter is also a licensed Engineering Intern and Attorney in Mississippi. 
As Founder & CEO of C-Suite Equity Consulting (CSEC), an award-winning firm, she leads a dynamic team that partners with mission-focused organizations, local governments, nonprofits, and businesses. Through innovative strategy, training, research, and speaking, she drives initiatives that create environmentally healthy, socially connected, and economically vibrant communities—addressing systemic disparities and empowering long-term success.
Dr. Carter’s accomplishments include her work supporting the award of a record-breaking $6 million community development investment from the JPMorgan Chase Foundation, which launched entrepreneurship programs, job skills training, affordable housing initiatives, and improved access to capital in South Dallas, Oak Cliff, and West Dallas. She also spearheaded community development planning for the Southern Gateway Deck Park, leveraging over $80 million in infrastructure investment to boost opportunity and address long-standing racial disparities—efforts recognized with the regional peer-reviewed Dunnigan Engagement Award.
Dr. Carter has played a key role in returning vibrancy to historic communities like The Bottom District, provided strategic guidance for Dallas’s first community-driven area plan in West Dallas, and led assessments and policy plans for organizations such as the Dallas Fort Worth Urban League Young Professionals and Girl Scouts of Northeast Texas, along with drafting long-term community engagement and communications plans for the Kaleidoscope Park Foundation in Frisco. Her work with the Urban Land Institute has further shaped national models for culturally relevant, integrated real estate development. Her community work in Dallas alone has resulted in over $18 million in direct community impact. 
A sought-after speaker and thought leader, she has delivered keynotes—such as at the Housing Washington statewide conference—and shared insights through outlets like The Grio, Thrive Global, Blavity, Take The Lead, and Visible. Dr. Carter was a 2020 Dallas Public Voices Fellow and now serves as Vice Chair of the Farmers Market Reinvestment Zone Board.
Outside of work, she cherishes time with her husband, family, and friends, enjoys a good book, volunteers at her church, and supports local farmers markets, live music, small businesses, and outdoor activities—believing that vibrant communities are built through both strategic investments and everyday connections.
