Dr. Vladimir Ryabinin is an oceanographer, climatologist, Emeritus Meteorologist of Russia, and marine engineer. He is the immediate past (2015-2024) Executive Secretary of the Intergovernmental Oceanographic Commission (IOC) of UNESCO and former Assistant Director-General of UNESCO.
Dr. Ryabinin is one of the creators of the first Soviet technology for numerical weather prediction for medium ranges implemented in the mid-1980s. In 1980s he started his work as a UN expert, initially in marine meteorology and later as one of contributors to the design of the Global Ocean Observing System. In early 1990s he led studies of sea-ice bottom gouging that showed feasibility of constructing polar underwater gas pipelines. In July 1996 to September 1998, Dr. Ryabinin was the Head of the Laboratory for Marine Forecasting Research of the Hydrometcentre of Russia and national coordinator of research on marine forecasting. In October 1998, Dr. Ryabinin worked as principal scientist with the Euro-Mediterranean Centre on Insular Coastal Dynamics (Malta). In 2000-2001 he worked for the International Ocean Institute, initially as a consultant and later as Executive Director. In 2001-2015, Dr. Ryabinin served as a Senior Scientific Officer in the World Climate Research Programme and a staff member of the World Meteorological Organization, where he was responsible for the international coordination of studies of polar regions and cryosphere, including International Polar Year 2007-2008, research on the ocean, sea level, stratosphere and its ozone layer, atmospheric chemistry and climate, and contribution of scientific research to climate services.
Dr. Ryabinin has authored and/or co-authored more than 100 articles and publications, including monographs. He lectured at the Moscow State University, was a lead author of many assessments and an expert/member/chair of numerous international working groups, committees, and research councils.
Among highlights of his work as IOC Executive Secretary are the design and launch of the UN Decade of Ocean Science for Sustainable Development, 2021-2030, initiation of the IOC program on ocean literacy, and development of the IOC State on the Ocean Report.
Dr. Ryabinin is a laureate of the Marine Technology Society Compass Award (2020) for achievements that have had a significant impact on the fields of marine science and technology.
